7.1      Except where “GAME ON” is being applied, the New Zealand Rugby DOMESTIC SAFETY LAW VARIATIONS LAW 3 Team governs all Bay of Plenty Rugby regulations regarding minimum playing numbers, front row requirements, uncontested scrums, blue card replacements, tactical replacements – joining the match, half game rule for 2nd XV and below and includes representative rugby of U16 grades and below and 7-a-side numbers variations

7.2      The maximum number of players a team may list on a team sheet in any Bay of Plenty Rugby sanctioned competition game is 22.
